Prince Edward Island-Atlantic Immigration Pilot

The Atlantic Immigration Pilot is a creative approach to address Prince Edward Island’s labour market challenges.

The Atlantic Immigration Pilot Program is an employer-driven federal immigration pilot program designed to help employers fill permanent labour shortages and skill gaps in their business by supporting foreign nationals for permanent residency.  There are three different streams which aim to address different needs.  The Atlantic High Skilled Program allows to attract highly skilled individuals, the Atlantic Intermediate Skilled Program allows to attract semi-skilled individuals, and the Atlantic International Graduate Program allows to attract recent graduates from Atlantic Canada post-secondary institutions.

Objectives of Immigration Pilot Program

• Increased allocation of immigrants per year.

– Ensuring that the Province maintains its unique linguistic balance

• Intended to help address key labour market needs.
• Focused on retention

– Increased involvement of employer.

Provincial government staff will assist local employers identify, hire and support foreign workers. In turn, successful candidates will be selected for permanent residency by the Federal government.

Employers interested in participating in the Pilot, must meet the following designation criteria:

• The employer wants to hire full-time, non-seasonal international candidates;
• The employer and their business are well-established and in good standing; and
• The employer is committed to meet the settlement needs of international candidate(s) and accompanying family members.

Pilot Program Pathways

• Atlantic High-Skilled Class:

– NOC O, A, B

• Atlantic Intermediate-Skilled Class:

– NOC C

• Atlantic International Graduate Class:

– Has a 2 year diploma from publicly funded institution In Atlantic Canada

– No work experience required

Foreign National Eligibility Criteria

Job Offer: Permanent full-time job offer

• Education: Canadian high-school equivalent demonstrated by an educational credential assessment (ECA)
• Language: Canadian Language Benchmark (CLB) level 4 (demonstrated by test) in one of the two official languages
• Work Experience: One year of work experience in a related occupation

– International graduates who have received a two-year diploma from a publicly funded institution in the Atlantic Provinces would not require work experience.

Process

• Employers complete “Employer Designation Application”
• Employer, settlement agency, and community work together to ensure “critical success factors” of retention are in place
• Employers to recruit and provide job offer to foreign national
• Employer and foreign national apply to Province for “Endorsement” and attach individualized settlement plan
• Foreign National applies to Canada to become permanent resident
• Foreign national begins work and receives settlement services
• Measuring and Reporting.
