BC PNP – SKILLS IMMIGRATION
The Skills Immigration (SI) stream of the BC Provincial Nominee Program (BC PNP) is for people with the skills, experience and qualifications needed by B.C. employers. If you would like to settle in B.C., the SI stream can help you become a permanent resident.
The Skills Immigration Program is composed of a number categories, each with their own unique eligibility requirements.
The Skilled Worker, Health Care Professional, International Graduate, and International Post-Graduate categories may also be processed through an application to the Express Entry British Columbia stream, which is aligned with the federal Express Entry immigration selection system.
Skilled Worker Category
British Columbia’s growing economy requires skilled workers in high-demand occupations. The Skills Immigration (SI) – Skilled Worker category of the BC Provincial Nominee Program (BC PNP) is a way for workers in a professional, management, technical, trade or other skilled occupation to gain permanent residence in B.C.
To qualify, you must first accept a valid job offer from a B.C. employer. You also need relevant training and experience.
Am I eligible? – To qualify for this category, you must:
- have accepted a full-time, indeterminate job offer (a permanent job, or one with no set end date) from a B.C. employer. The job must be in a National Occupational Classification (NOC) skilled occupation (skill level 0, A or B).
- be qualified to perform the duties of the job
- have at least two (2) years of directly related work experience
- show you can support yourself and your dependents
- have, or be eligible for, legal immigration status in Canada
- for NOC skill level B occupations, meet minimum language requirements
- have a wage offer in line with B.C. wage rates for the occupation
Is my employer eligible? – Your employer must be willing to support your application. They must meet the eligibility criteria and fulfill certain responsibilities during the application process. View the employer requirements.
How does it work? –After submitting your registration, you will receive a score based on your skills and job. Periodically, BC invites people with the highest scores to apply through BCPNP.
Health Care Professional Category:
British Columbia needs more health care professionals. The Skills Immigration (SI) – HealthCare Professional category of the BC Provincial Nominee Program (BC PNP) helps physicians, specialists, nurses and allied health professionals work in B.C. and gain permanent residence.

Am I eligible? – To qualify for this category, you must:
- have the support of, or a full-time, indeterminate job offer (a permanent job, or one with no set end date) from a public health authority as a:
- physician
- specialist
- registered nurse
- registered psychiatric nurse
- nurse practitioner
- allied health professional such as a:
- diagnostic medical sonographer
- clinical pharmacist
- medical laboratory technologist
- medical radiation technologist
- occupational therapist
- physiotherapist
- if you are a midwife, have a letter of confirmation from an established practice group in B.C.
- qualify to work in your occupation in B.C.
- have at least two (2) years of directly related work experience
- show you can support yourself and your dependents
- have, or be eligible for, legal immigration status in Canada
- for NOC skill level B occupations, meet minimum language requirements
- have a wage offer in line with B.C. wage rates for the occupation

BC PNP International Graduate Program
This program is open to foreign students who have obtained an undergraduate or post-graduate diploma at a Canadian post-secondary institution. If you have a diploma or certificate, it must be from a public post-secondary institution in Canada; diplomas and certificates granted by private institutions are not eligible for this program.
Eligibility
To apply to the BC PNP International Graduates Program as a recent graduate of a Canadian institution, you must have the following:
1.A degree or diploma from a recognized post-secondary institution in Canada.
- Your undergraduate or graduate degree must be from a Canadian post-secondary institution authorized to grant degrees. If location is in B.C.,
- If you have a diploma, it must be from a public post-secondary institution in Canada. Private institutions are not eligible. Your program must have been at least 12 months of full-time equivalent study. Your program of study is not eligible if you spent more than one-quarter of the program time in a co-op work term or internship.
- You must submit your application to the BC PNP International Graduates program within two years of the date shown on your official transcript indicating that you have completed all requirements of the degree or diploma program.
- 2. A job offer for an indeterminate full-time position that typically requires a university or college education at a wage that allows you to establish yourself economically in B.C.
- Your occupation must be classified as Skill Level 0, A or B in the Canadian National Occupational Classification (NOC).
- If your current occupation is classified as Skill Level C or D and if your employer can demonstrate that there is a structured plan in place for your career progression to an occupation classified as Skill Level 0, A or B, you can apply to the BC PNP. In this case, you will also need to submit the results of a language proficiency test.
- If you are working in a regulated occupation that requires mandatory certification, licensing or registration, you must provide documentation showing that you meet these requirements.
- Your employer must provide you with a written offer of employment on official company letterhead. The letter must be:
- Signed and dated by a person authorized to hire employees, and
- Signed and dated by you, and stating that you accept the job offer.
- Your employer cannot make any deductions from your pay (or require you to pay any fees) for recruitment or retention, including fees related to immigration.
- The wage stated on your offer of employment must be at market rate and comparable to the rate paid to workers with a similar level of experience and training for equivalent jobs in B.C. We do not consider bonuses, commissions, profit-sharing distributions, tips/gratuities, overtime wages or other similar payments to be part of your wage.
- If you were originally hired based on a positive Labour Market Impact Assessment (LMIA), the wage you are currently earning must be equal to or greater than the wage stated in the offer of employment and on the LMIA.
- Your employer also needs to be eligible for the program.
3.Evidence that you can support yourself (and your dependants).
*You must demonstrate that you have the ability to pay for your housing and living expenses in B.C. We will assess this using your:
- Annual wage in B.C.
- Location of residence in B.C.
- Number of dependants
International Post-Graduate Category
Do you have a graduate degree in the sciences from an eligible B.C. institution? Consider advancing your career in B.C.’s growing technology, health care, and applied sciences sectors.
The Skills Immigration (SI) – International Post-Graduate category of the BC Provincial Nominee Program (BC PNP) can help you gain permanent residence in B.C. You don’t need a job offer to apply.
Which graduate degrees are valid? – You must have graduated in the last three years with a master’s or doctorate (PhD) degree in the natural, applied or health sciences:
- agriculture
- biological and biomedical sciences
- computer and information sciences and support services
- engineering
- engineering technology
- health professions and related clinical sciences
- mathematics and statistics
- natural resources conservation and research
- physical sciences

Am I eligible? – To qualify for this category, you must:
- have, or be eligible for, legal immigration status in Canada
- have completed a valid graduate program of study at an eligible post-secondary institution in B.C. in the last three years.
- show your intent and ability to live in B.C.
Entry Level and Semi-Skilled Category
The Skills Immigration (SI) – Entry Level and Semi-Skilled category of the BC Provincial Nominee Program (BC PNP) is a way for workers in a valid tourism/hospitality, long-haul trucking or food processing occupation to gain permanent residence in B.C.
Am I eligible? – To qualify for this category, you must:
- have accepted a full-time, indeterminate job offer (a permanent job, or one with no set end date) from a B.C. employer in a specific occupation in tourism/hospitality, long-haul trucking, or the food processing industry. For the Northeast Development Region of B.C., you may apply in any National Occupational Classification occupation (skill level C or D).
- have been working full-time for your employer for a minimum of nine consecutive months before applying
- meet minimum language and education requirements
- qualify to do the job offered to you
- show you can support yourself and your dependents
- have legal immigration status in Canada
- be earning a wage in line with B.C. wage rates for the occupation
