NL (NL) form the most easterly province of Canada and one of the country’s best-kept-secrets. The province consists of two distinct land masses: Labrador, which is connected to the mainland, and the island of Newfoundland. A large number of its residents live in the provincial capital of St. John’s, which enjoys a lively culture that draws heavily from its coastal environment. The province has recently evolved into a significant economic force in the Canadian landscape due to a boom in energy and natural resources.
The NL Provincial Nominee Program (NLPNP) can provide an alternate and quicker entry into Canada. It allows NL to nominate applicants who qualify under provincially established criteria for permanent residence (PR). The NLPNP offers:

The NL Express Entry Skilled Worker category provides a path to immigration for skilled candidates with job offers whereby individuals receive NLPNP nominations, which are processed through the Immigration, Refugees, and Citizenship Canada’s (IRCC) Express Entry immigration selection system.
Prospective immigrants who have been accepted into the IRCCExpress Entry pool may be able to apply to the NL Express Entry Skilled Worker category if they have a job offer in NL and genuinely intend to reside permanently in the province. Individuals nominated by the NLPNP will receive additional Comprehensive Ranking System (CRS) points, resulting in an Invitation to Apply (ITA) for permanent residence (PR). The federal government is committed to processing the majority of Express Entry applications in six months or less, making this a much faster immigration option than previously available.

Candidates are required to have completed at least one year of full-time post-secondary study. For foreign education degrees/certificates, candidates are required to have their ECA completed by an agency recognized by the government for their education points to be credited. Candidates are required to have skilled work experience in a NOC 0, A, or B occupation. The minimum requirement varies according to the candidate’s field of education or training:
Points are calculated according to documented proof of skilled work experience within the 10 most recent years prior to application. Applicants are rewarded three points for each year worked in the most recent five years, and an additional point for each year from the six to 10 year period prior to applying, up to a maximum of 15 points. A maximum of 27 points is awarded to candidates for their language abilities in either English or French. Only test results from a recognized testing agency will be considered. Candidates are given the option to choose the language they excel in and receive the corresponding points based on their test results.

The Canadian Language Benchmarks (CLB) is being used as the reference for English Language proficiency in Canada.
Candidates are awarded points based on their age on the date of application to the NLPNP.
Newfoundland recognizes the candidate’s strong community connection and their contribution to the economic growth of the province, thus candidates are awarded points for this factor.
