International Student Category

There are three Streams under International Student Category::

• International Students with a Job Offer Stream
• International Students – Masters Graduate Stream
• International Students – PhD Graduate Stream

This category is for students from abroad. The International Students category accepts applications under the following three streams.

International Student with a Job Offer Stream

International Student Stream provides international students with a job offer the opportunity to permanently live and work in Ontario.

Who can apply?

To be eligible to apply under the Employer Job Offer: International Student Stream, the applicant must have a job offer from an eligible Ontario employer that meets the following criteria:

• Is a full-time job offer of an indeterminate duration in a skilled occupation (NOC 0, A or B), and
• Meets the low wage level in Ontario for that occupation and region.

As an international student, the applicant must also:

• Have completed the requirements necessary to obtain:
• a degree or diploma from an eligible Canadian institution that takes at least two years to complete if pursued on a full-time basis; or
• a degree, diploma or certificate from an eligible Canadian institution that takes at least one year to complete if pursued on a full-time basis and that requires the completion of a degree as a prerequisite and have completed at least half of studies on a full-time basis while lawfully residing and studying in Canada.;
• Apply within two years from the date on which the applicant has completed all degree, diploma or certificate requirements. For OINP purposes, this will be the date on the education credential, or if the applicant’s credential has not yet been granted, the date on the official letter from the academic institution stating when the credential will be granted.
• Have an intention to reside in Ontario.
• Have legal status in Canada (i.e., study permit, work permit, visitor record) if currently residing in Canada. Not required if the applicant is residing outside of Canada.

The OINP will not accept applications from international students in their final semester of studies. Applicants must have met all the degree, diploma or certificate requirements at the time of application.

Please note: The applicant and/or family members must not hold or have held equity in the employer’s business unless it was obtained as part of your remuneration as an employee and the total equity held by self and family members is/was less than 10%.

In addition, applicant’s Ontario employer must meet the following criteria:

• Have been in active business for at least three years.
• Have business premises in Ontario where the applicant will work.
• Be in compliance with the Ontario Employment Standards Act and the Occupational Health and Safety Act.
• If the applicant plans to work inside of the Greater Toronto Area, the employer must have:
• A minimum of $1,000,000 in gross annual revenue for the most recent fiscal year, and
• Five full-time employees who are Canadian citizens or permanent residents at the location where the applicant will work.
• If plans to work outside of the Greater Toronto Area, the employer must have:
• A minimum of $500,000 in gross annual revenue for the most recent fiscal year, and
• Three full-time employees who are Canadian citizens or permanent residents at the location where the applicant will work.

Masters Graduate Stream

The Masters Graduate Stream provides international students with Master’s degrees obtained in Ontario an opportunity to live and work permanently in Ontario. This stream enables the Ontario Immigrant Nominee Program (OINP) to nominate individuals who have the required education, language ability, and other requirements to help them successfully establish and integrate into Ontario’s labour market and communities. Applicants do not need a job offer to apply.

Who can apply?

To be eligible to apply for the Masters Graduate Stream, the applicant must meet the following criteria:

• Education: Completed the requirements necessary to obtain a Master’s degree that is at least one academic year in length if pursued on a full-time basis, and from an eligible Ontario institution.
• Language: A minimum of Canadian Language Benchmark (CLB) Level 7 (or above) in English, or Level 7 (or above) in French.
• Residency in Ontario: Demonstrate that the applicant has resided in Ontario for at least one year in the last two years before the application submission date.
• Settlement Funds: A minimum level of savings or income to support self and family members.
• Intent: Intention to reside in Ontario.
• Residency at Time of Application: Must be residing in Ontario with legal status (i.e., study permit, work permit, visitor record) OR residing outside of Canada. If the applicant is currently living in Canada, but outside of Ontario, he/she do not qualify.
• Eligibility Period: Must apply within two years of completing the requirements necessary to obtain the Master’s degree. For OINP purposes, this will be the date on the degree, or if the degree has not yet been granted, the date on the official letter from the academic institution stating when the degree will be granted.

Students with a return obligation

If the applicant is an international student and have received subsidies, grants or home country scholarships and have return obligations, the applicant cannot apply for the Ontario Immigrant Nominee Program unless such obligations have been fulfilled.

When the applicant is nominated:

If the application is successful, the applicant will receive a Letter of Nomination along with the OINP Confirmation of Nomination document by mail.

The applicant must submit an application for permanent residence within six months of being nominated by OINP and include copies of the Letter of Nomination and the OINP Confirmation of Nomination document.

Ph.D. Graduate Stream

The Ph.D. Graduate Stream provides international students with Ph.D. degrees an opportunity to live and work permanently in Ontario. This stream enables the Ontario Immigrant Nominee Program (OINP) to nominate individuals who have the required education and other requirements to help them successfully establish and integrate into Ontario’s labour market and communities. Applicants do not need a job offer to apply.

Who can apply?

To be eligible to apply for the Ph.D. Graduate Stream, the applicant must meet the following criteria:

• Education: Completed the requirements necessary to obtain a D. degree from an eligible Ontario institution and have completed at least two years of the degree requirements while lawfully living and studying in Ontario.
• Residency in Ontario: Demonstrate that the applicant has resided in Ontario for at least one year in the last two years before the application submission date.
• Settlement Funds: A minimum level of savings or income  to support self and family members.
• Intent: Intention to reside in Ontario.
• Eligibility Period: Must apply within two years of completing the requirements necessary to obtain a D. degree. For OINP purposes, this will be the date on the degree, or if the degree has not yet been granted, the date on the official letter from the academic institution stating when the degree will be granted.
• Legal Status in Canada (if applicable): Must have legal status in Canada (i.e., study permit, work permit, visitor record) if currently residing in Canada. Not required if the applicant is residing outside of Canada.

 When the applicant is nominated:

If the application is successful, the applicant will receive a Letter of Nomination along with the OINP Confirmation of Nomination document by mail.

The applicant must submit an application for permanent residence within six months of being nominated by OINP and include copies of the Letter of Nomination and the OINP Confirmation of Nomination document.
