The Quebec Skilled Workers Program (QSWP) is introduced to select the foreign immigrants who are most likely to become economically established in the province.
Under the program, the professional skilled workers who wish to live in Montreal or in another city or region within the province of Quebec are weighed under a different system than applicants who desire to settle down elsewhere in Canada.

Effective August 2, 2018, Quebec’s new Expression of Interest system (EOI) will replace the existing first-come, first-served QSWP application process. Applicants interested in QSWP will have to submit an online Expression of Interest profile to Quebec’s Immigration Ministry (MIDI).
In January 2016, the Quebec Government made it mandatory to use the Mon projet Quebec (i.e., Online registration system) for applicants willing to immigrate to Quebec. The portal is absolutely secure to make online payments, track the status of your application, amend changes, and access private electronic messaging throughout the process.
Candidates who manage to clear the QSWPare awarded with Quebec Selection Certificate (CSQ) which supports their Canadian permanent residence visa application. The selection factor of CSQ applicants is based on various grid factors which are followed by a thorough medical and criminal verification done by the Immigration, Refugees and Citizenship Canada (IRCC).
To qualify for CSQ as a Quebec approved skilled worker you must score the points shown below. There is no change in the existing point’s grid under QSWP except the Validated Employment Offer, which increases from a maximum of 10 to 14 points.

All documents required for submission with the application for the QSWP must be certified true copies.
To be awarded points for language proficiency, certified true copies of the test results must be submitted along with the application.
QSWP applicants must then successfully complete medical and security checks conducted by IRCC in order to be granted a permanent resident visa.
The QSWP applicants are not assessed based on the selection factors of the Federal Skilled Worker (FSW) category.
