Effective June 30, 2017, foreign students wishing to study in Québec in a training program of a duration of more than 6 months must be admitted to or enrolled in a designated learning institution, that is, an institution recognized by the Ministère de l’Éducation et de l’Enseignementsupérieur or another Québec government ministry, in order to obtain a Québec Acceptance Certificate (CAQ), and a study permit from the federal government.

With few exemptions, all Quebec-bound study permit applicants must submit a Certificatd’acceptation du Québec (CAQ) or a confirmation letter from the ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI) (formerly known as the Ministère de l’Immigration, de la Diversité et de l’Inclusion) when applying for a study permit.

The recommended length for a study permit
The duration of a study permit for students destined to Quebec should coincide with the duration of the CAQ which has a maximum duration of 49 months.
The Quebec Experience Class (QEC) or Programme de l’expérience Québécoise (PEQ) provides international students who choose to study in Quebec opportunity to apply for permanent residence (PR). This program is designed specifically for international students to give them the opportunity to settle and live in Quebec upon completion of their program of study.
The QSWP allows international students the chance to apply for PR, through a point-based system, if they are about to finish their studies and they hold a valid Quebec Acceptance Certificate (CAQ). Eligible candidates must have completed at least 50% of an eligible study program and are prepared to enter the workforce.
International who completed their program of study in Quebec but prefers to settle in another Canadian province or territory may do so under the Federal Express Entry system. They are entitled to a number of points for having completed their education.
